“Velichie” and the paradox of “Information Services” JSC

“Bare mathematics does not mean democracy.”

The Constitutional Court against mathematical “forecasts”

In February 2025, the well-known mathematician Prof. Mihail Konstantinov predicted on the air of BNT that the Constitutional Court would never change the election results – even with existing evidence of violations. “The Court is obliged to protect the political system; there will be no changes,” he stated.

Only twenty days later, however, reality refuted him. The Constitutional Court ruled that the party “Velichie” was disadvantaged and, upon inspection of only 20% of the sections, turned out with a proven better result. This was followed by the registration of a parliamentary group of 10 deputies in the 51st National Assembly – a result that would have been even more significant if all sections had been checked.

Thus, the question was born: where is the reason for the discrepancies – in SIC, RIC, CEC or in “Information Services” JSC?

The role of “Information Services”

The paradox is particularly sensitive, because Prof. Konstantinov himself is a longtime chairman and member of the board of “Information Services” JSC – the state company that processes the election data. Thus, his public forecast turned out to be in conflict with the institutional reality.

Already at the beginning of the year, signals of manipulations reached international institutions, including the European Court of Human Rights. It is reported that the results were “mathematically modelled” to prevent “Velichie” from entering parliament.

Reformatting into 100% state ownership

From September 4, 2025, the state faces an important task – “Information Services” JSC to be reformatted from a joint-stock into a 100% state-owned company. For this purpose, within a period of six months, until March 4, 2026, the state is obliged to buy nearly 12,000 shares from private bearer persons, paying 25.25 leva for each share together with the due dividends for 2022, 2023 and 2024.

This transformation aims to eliminate the current dependency resulting from the influence of certain private shareholders, who in recent years have had a significant role in the election results. The substantial change is highly evaluated as a key legal step, implemented by the government with the support and opinion of some European institutions, which have clearly realised that the paradox with the manipulation of election results in Bulgaria can no longer continue.

The party “Velichie” played a decisive role in this process – it exposed the arrogance and mediocrity of the current model of dependencies and thus forced the state to fully assume its functions over the company.

The need for revision

According to Kolyo Paramov, the only way forward is a full financial review by the Court of Auditors, including all contracts and expenses for the last 10 years. Chairman Dimitar Glavchev is called upon to take action.

“Bare mathematics does not mean democracy”, concludes Paramov, reminding that the truth about the electoral process cannot be hidden behind models and formulas, when the stake is the legitimacy of the entire political system.
