Silent consent – a trap on a schedule

In the late hours of Friday evening, when public attention is focused elsewhere, the National Assembly is called upon to ratify a document that is not a mere administrative decision. This is an act with profound political and legal implications, particularly regarding the health and national sovereignty of Bulgaria.

Ribbons of good intentions and an arbitration trap

The document is presented in positive formulations for improving early warning systems in pandemics, facilitating coordination between states, and facilitating information sharing. But beneath these phrases lies a serious legal trap: an arbitration clause that transfers jurisdiction outside Bulgaria.

Suppose a future health crisis leads to a dispute over whether Bulgaria has imposed sufficiently restrictive measures. In that case, it won’t be the Bulgarian court, nor the Council of Europe, but an international arbitration tribunal that will decide whether we have been “compliant.” And the decisions of this arbitration can be final and not subject to appeal.

The document is scheduled for voting on Friday evening, July 18, at 6:00 p.m. It states that if our country does not submit official objections by TOMORROW – July 19, 2025, under the so-called “silent consent,” we fully accept the amendments and they automatically come into force on September 19, 2025. A typical style of the rulers – the budget is passed at 3 a.m., and sovereignty is voted on at the last minute.

We lost financial sovereignty – now the health one too?

Without a real national debate, without expert opinions, without justification. Bulgaria, which is already caught in the trap of financial dictatorship, debt mechanisms, and external financial pressure, now faces the transfer of its health sovereignty, with a procedure for which our people have once again not been asked.

Unacceptable subordination and pharmaceutical lobbying

The European Commission has negotiated with the WHO on behalf of the member states regarding amendments to the International Health Regulations. But how can the Commission be trusted, when its chief – Ursula von der Leyen – is under investigation for lobbying schemes worth 35 billion euros and behind-the-scenes deals with Pfizer?! No, thank you! To blindly vote trust in institutions involved in scandals with the pharmaceutical industry worth billions means sacrificing the health and rights of your people in the name of lobbying interests.

Call to the National Assembly

Do not ratify this document! – called out from the podium, MP Krasimira Katincharova from “Velichie.” Defend Bulgaria’s right to decide on its own, especially when it comes to the health of the nation! Transparency, national expertise, and sovereignty – these are things that are not voted in silence and at the last possible moment. Her words remained unheard. “Velichie” once again made an accurate diagnosis of what is happening, but once again, the ruling majority showed not just weakness, but pure malicious intent.
